I recieved New Stater,and the voltage on any combination of the 3 wire plug was .7 volts.I completely understand that sometimes there's just a bad part,I'm an AC technician and have my fair share of out of box failures,Am going to return this one and order another,if it's a failure,then there's a problem.Will be in touchThank You
