Use:
When testing, simply drag the object under test with the pen to move it from the static state to the desired position. Tensiometers can be tested either clockwise or counterclockwise, but the pin arm must always be perpendicular to the direction of the push-pull force. The tensiometer is divided into single and double needles. The single needle tensiometer measures and reads instantly. After the double needle tensiometer measures the highest value, the slave needle stops, which is convenient for the tester to read the test value.

Don't be fooled by the photo of the easy to read dial. It is not so easy to read. Other than that its a dial gauge.
