I also ran into this problem AFTER it was installed and I could not return, it's missing parts needed to actually install a meter.

I would have returned the “meter socket” within 30 days but only just now found out meter cannot be installed. Electric company came out to make connections and install meter but said it’s not possible due to missing pieces. I have to buy another meter base. I am a general contractor, not an electrician. Use caution if considering purchasing this product.
